Gipuzkoa's Foral Rule 1/2025 also introduces a significant shift from 2026: benefits from EPSVs and pension plans stop being taxed as employment income and move to the savings base, with only 60% subject to tax if drawn over 15 years or more. Deciding how much to contribute within the current limits (EUR 10,000 combined in 2026) and how to draw the benefit is where money is genuinely won or lost.

Gipuzkoa has its own provincial tax authority, with income tax and Wealth Tax rules that differ from the common regime: at present the Wealth Tax exempt minimum is EUR 700,000 and the main home is exempt up to EUR 300,000. For Inheritance Tax, spouses and children apply a reduction of EUR 400,000 per heir and the excess is taxed at 1.5%. These figures are worth reviewing every year.
